Our Mission

Norma Dorsey Elementary accepts the responsibility to empower students to be successful learners. Our purpose is to model a positive attitude towards learning, which incorporates active listening skills, appropriate behavior, and responsibility in an organized, pleasant, and inviting environment. Norma Dorsey students will eagerly participate in the journey of life long learning, developing into respectful and resourceful citizens.


A Brief History

Norma Dorsey Elementary School welcomed 602 students on August 12, 1996, the first day of school. Dorsey Elementary is located in the rapidly growing community of Rowlett, Texas.
Our school was named after Norma Dorsey, a life-long Garland educator. As a teacher, Norma never failed to put her students first. She was known as the "fighter of fighters for student achievement." She inspired students to become better citizens through her sponsorship of educational study trips to Washington, D.C., the National Honor Society and the Beta Club. She retired from teaching in 1987 and passed away in 1990. She left a legacy of love and compassion to her "family of freinds." Schools are a place where teachers will practice their profession and students will discover a love for learning. In the years to come, this school will serve as an appropriate monument to a woman who personified all that is right with education.



Dress Code-Students
All students are encouraged to develop and maintain good dress habits at school and school-oriented activities. Students are expected to dress in a neat, clean manner and to exhibit good taste in the selection of type and style of clothing.

Dorsey students are not required to wear standardized dress (uniforms).

The following guidelines shall be followed in the Garland Independent School District:
  • Shorts of modest length, loose fitting and hemmed may be worn by students.
  • Dresses and skirts should be of modest length and fit.
  • Extremely sloppy or badly torn clothing will not be permitted.
  • Students should wear closed toed shoes appropriate for P.E. and recess
  • Extremes in modes of dress such as see-through clothing, exposed midriffs, halters, pajama bottoms or clothing normally considered as under-garments are not acceptable.
  • Students shall wear their hair above the eyes, well groomed, and clean. Extreme modes of hair design and color will not be allowed.
  • Male students will not be permitted to wear earrings.
  • Apparel that advertises or depicts alcohol, drugs, nudity, tobacco products, satanic themes, gang membership, obscene language, obscene graphics, and/or phrases that are offensive or that have dual meanings to others will not be permitted.
  • Hats or caps, bandanas and sweatbands should not be worn in the school building.
  • Body piercing is not allowed.
  • Tattoos will remain covered.
  • Any disruptive mode of clothing or appearance that adversely impacts the educational process is not acceptable.
  • Final decision in determining appropriate dress and appearance shall rest with the principal or assistant principal.
