Garland ISD
Cecil Winfred Webb was born and attended school in Paris, Texas. He was a Lieutenant in the Navy during World War II and served in the Pacific. He attended Trinity University and received a Masters Degree from East Texas State University. Cecil W. Webb taught history at Garland High School and later became the principal of Old Bussey Junior High School when it was on the Garland High campus. Webb was the first principal of Sam Houston Junior High. In 1962, he became the principal at Watson Elementary School. Webb was an avid fisherman and would often go fishing with W.J. Sellers for whom Sellers Middle School is named.
